The Ethics Commission held its 8th meeting of 2013 on July 23, 2013.
The Commission took the following actions:
Issued Advisory Opinion 2013-21 to Bruce A. Wolpert, Esq., a member of the State Labor Relations board, opining that he is not prohibited by the Code of Ethics from participating in Labor Relations Board matters in which his former business associate appears.
Issued Advisory Opinion 2013-22 to Bryan K. Barros, MSW, LCSW, a Department of Corrections ("DOC") Probation Officer, opining that he is not prohibited by the Code of Ethics from providing counseling services in his private capacity at Bridgemark Addiction Recovery Services, provided that he does not participate in any activities involving individuals currently in his DOC caseload, and that all such work is performed on his own time and without the use of public resources or confidential information obtained as part of his public employment.
Issued Advisory Opinion 2013-23 to Kathy Stadelbauer Schmidt, a member of the Board of Fire Commissioners for the Ashaway Fire District, opining that she is not prohibited by the Code of Ethics from serving on the Fire District's Charter Revision Committee.
Approved an Informal Resolution & Settlement in the matter of In re: Maria Vallee, Complaint No. 2010-9. The Respondent, the then Acting Finance Director for the Town of North Providence, admitted to improperly receiving a loan from the Town, through a federal program, in violation of R.I. Gen. Laws § 36-14-5(a) & R.I. Gen. Laws § 36-14-6. A civil penalty of $8000 was imposed.
Approved the Prosecution's Motion to Dismiss in the matter of In re: Frank Sylvester, Complaint No. 2011-2.
Denied Respondent's Motion for Sanctions relating to the matter of In re: Pamela Fontaine, Complaint No. 2012-2.
