Rhode Island State Police Arrest Five Subjects for Driving While Intoxicated Overnight, Including One Wrong Way Operator

Colonel Steven G. O'Donnell, Superintendent of the Rhode Island State Police and Commissioner of the Department of Public Safety, announces that as a result of an ongoing effort to ensure the safety of the motoring public by removing impaired operators from our roadways, last evening members of the Rhode Island State Police arrested five (5) operators, suspected of Driving While Intoxicated, to include one wrong way operator.

On December 6, 2013 at 1:14 AM, the Hope Valley Barracks received a 911 call reporting a wrong way operator, traveling southound on Route 95 north at the weigh station in the Town of Richmond. A few minutes later, an additional 911 call was received reporting the vehicle was involved in a crash on Route 95 north. Troopers arrived on scene and observed the vehicle described in the 911 call and a second vehicle involved in a crash. The operator and passenger of the second vehicle were transported to the hospital with minor injuries. The operator of the first vehicle was identified as Karen Franklin, age 50, of 57 Sayles Avenue, Warwick, RI. While interacting with Ms. Franklin, Troopers observed various indicators consistent with intoxication. Ms. Franklin failed a series of Standardized Field Sobriety Tests and was subsequently placed under arrest. Ms. Franklin submitted to Breathalyzer Tests indicating a Blood Alcohol Content of 0.141% and 0.153%. Ms. Franklin was charged with Driving Under the Influence of Liquor with a Blood Alcohol content greater than 0.15%.

The following is a list of four (4) additional Driving Under the Influence arrests made by Troopers last evening:

Alphonse Kayitare, age 42, of 6 Norwich Avenue Apt. #2, Providence, Rhode Island
- Arrested at 8:55 PM on Broad Street, Providence
- Charged with Driving Under the Influence of Alcohol-1st Offense .15/Greater
- Breath test results: .189 and .189

Christine M. Cardi, age 39 of 244 Sachem Road, North Kingstown, Rhode Island
- Arrested at 9:39 PM on Post Road in North Kingstown
- Charged with Driving Under the Influence of Alcohol-1st Offense .15/Greater
- Breath test results: .213 and .207

Travis Conaway, age 26, of 37 Arnold Street, Providence, Rhode Island
- Arrested at 10:33 PM on Route 95 south in the City of Providence
- Charged with Driving Under the Influence of Alcohol/Drugs and Refusal to Submit to a Chemical Test

Omar Caballaro, age 37, of 8 Maple Street, Cranston, Rhode Island
- Arrested at 12:30 AM on Cranston Street in the City of Cranston
- Charged with Driving Under the Influence of Alcohol/Drugs and Refusal to Submit to a Chemical Test

All of the individuals arrested last night were held overnight, arraigned by a Justice of the Peace this morning and released pending future court appearances.
