PR 14-03 Chappell v. Rhode Island Department of Public Safety No Violation

The Department of Public Safety ("DPS") did not violate the APRA when it refused to provide the Complainant with the city/town of residence of state police officers and civilian employees of the DPS because the Complainant demonstrated no "public interest" in disclosure. Balanced against this non-existent "public interest," this Department perceives at least some privacy and personal safety interest.
