RI State Police Arrest Three and Seize Two Firearms

Colonel Steven G. O'Donnell, Superintendent of the Rhode Island State Police and Commissioner of Public Safety, announces the arrest of three (3) subjects and the seizure of two (2) firearms as the result of a motor vehicle stop on Branch Avenue in the City of Providence.

On Friday, April 18, 2014 at approximately 10:40 PM, Troopers conducted a motor vehicle stop at the intersection of Branch Avenue and Charles Street in the City of Providence for a seatbelt violation. Troopers observed a female operator and four male passengers inside the vehicle and also detected the strong smell of burnt marijuana coming from inside the vehicle as they approached. The operator was identified as Medina Goncalves, age 24, of 40 Grafton Street, Providence, Rhode Island. No other occupants possessed identification. Troopers removed the front seat passenger who advised that there was marijuana inside the vehicle. While speaking with this subject, Troopers observed a male passenger, seated behind the operator; place his hands in the area of the floor board. Troopers also observed a male seated in the middle of the rear passenger seat place his hands in the rear pocket of the front passenger seat. Fearing these subjects were attempting to conceal a weapon, all occupants were ordered out of the vehicle.

Troopers conducted a search of the vehicle and seized a black Smith and Wesson .32 caliber revolver, fully loaded, and a clear plastic bag containing 35 smaller clear plastic bags containing marijuana in the area underneath the operator's seat. Troopers also seized a loaded Cobra .380 caliber handgun inside the rear pocket of the front passenger's seat.

As a result the following subjects were charged:

Medina Goncalves, age 24, of 40 Grafton Street, Providence, Rhode Island, was arrested on a Sixth District Court Capias for Failure to Appear on the original charge of Shoplifting. Ms. Goncalves was transported to the Women's Intake Facility at the Adult Correctional Institution.

A rear seat passenger, identified as Victor Hernandez, age 20, of 20 Hawthorne Street, Providence, Rhode Island was charged with:
1. License or Permit Required to Carry a Pistol,
2. Possession of Marijuana with Intent to Deliver,
3. Alteration of Marks of Identification on Firearms,
4. Carrying a Dangerous Weapon while Committing a Crime of Violence. Mr. Hernandez was arraigned in front of a Justice of the Peace and held without bail at the Men's Intake Center at the Adult Correctional Institution.

A second rear seat passenger, identified as juvenile, was charged with License or Permit Required to Carry a Pistol and was held at the Training School.
