Rhode Island State Police Arrest Two Subjects for Possession of One Thousand Fifty Packets of Heroin After a Motor Vehicle Stop on Route 195 in East Providence

Colonel Steven G. O'Donnell, Superintendent of the Rhode Island State Police and Commissioner of Public Safety, announces that on May 28, 2014, Troopers assigned to The Lincoln Woods Barracks conducted a motor vehicle stop on Rt. 195 East, in the City of East Providence, that resulted in the seizure of 20 "Bricks" of Heroin (approximately 1,050 individual packets) and the arrest of the operator as well as his passenger on narcotic charges.

Troopers stopped the vehicle for following too close and a seat belt violation. During the investigation that ensued, a State Police Trooper and his canine that is trained in narcotic detection responded to the scene. With the canine's assistance, Troopers located a plastic bag that contained the packets of suspected Heroin in a patch of tall grass adjacent to the vehicle. Subsequent investigation determined that bag was thrown from the vehicle upon being stopped.

The operator, identified as Keith A. Casper, age 30, of 386 Lawton Street, Apartment #2721, Fall River, Massachusetts, was taken into custody and transported to the Lincoln Woods Barracks where he was processed and later arraigned before a Justice of the Peace on the following charges:

Possession with Intent to Deliver a Schedule II Controlled Substance (Heroin)
Driving While In Possession of a Controlled Substance.

After his arraignment, Casper was held without bail at the Adult Correctional Institution pending a status review on Thursday, May 29.

Casper was issued a civil traffic citation for Following too Close and for the Passenger Seat Belt Violation.

The passenger, identified as Michael Fleck, age 30, of 1017 Middle Street, Fall River, Massachusetts, was taken into custody and transported to the Lincoln Woods Barracks where he was processed and later arraigned before a Justice of the Peace on the following charges:

After his arraignment, Fleck was held without bail at the Adult Correctional Institution pending a status review on Thursday, May 29.
