Interim Report of the Statewide Grand Jury (December 18, 2014)

Chengfei Xu, age 40 4242 Colden Street Flushing, NY K1-2014-0733A

Fating Wang, age 54 4023 102nd Street Flushing, NY K1-2014-0733B

The Statewide Grand Jury reported out an indictment charging Chengfei Xu and Fating Wang each with possession of marijuana over five kilos, possession of marijuana with intent to deliver and conspiracy to violate the controlled substances act. The Rhode Island State Police pulled over a vehicle being operated by Chengfei Xu for a motor vehicle violation on June 25, 2014.

After a brief investigation, a search of the motor vehicle revealed 13.02 kilos of marijuana. Based on the weight of the contraband seized Xu and Fa Ting Wang were in violation of the controlled substance act.

The Rhode Island State Police led the investigation. Xu and Wang are scheduled to be arraigned in Kent County Superior Court on January 16, 2015.

David Chandonnet, age 53 285 Old County Road Franconia, NH K1-2014-0736A

Deborah Brown, age 55 50 Payton Avenue Warwick, RI K1-2014-0736B

The Statewide Grand Jury reported out a secret indictment charging David Chandonnet and Deborah Brown each with 17 counts of Medical Assistance Fraud, commonly referred to as Medicaid Fraud, three counts of failing to file personal income tax returns, and one count of obtaining money under false pretenses.

It is alleged that between 2010 and 2012, Chandonnet, the owner and operator of Northeast Pedorthics, a durable medical equipment company formerly located in Warwick, and Brown, who worked as the office manager for Pedorthics, fraudulently submitted claims to the Rhode Island Medicaid Program for payment. It is further alleged that the defendants failed to file personal income tax returns for 2010, 2011 and 2012. The State alleges the total loss to the Rhode Island Medicaid Program is in excess of $600,000.

The Medicaid Fraud Unit of the Office of the Attorney General led the investigation. Chandonnet and Brown are scheduled to be arraigned in Kent County Superior Court on January 16, 2015.

Leon Taylor, age 32 64 Fairfield Street Providence, RI P1-2014-3695A

The Statewide Grand Jury reported out an indictment charging Leon Taylor with one count of murder. It is alleged that on or about June 9, 2014, Taylor murdered David Simmons. Providence Police led the investigation. Taylor is scheduled to be arraigned in Providence County Superior Court on January 14, 2015.
