Secretary Gorbea announces online business suite of tools for Rhode Island businesses

PROVIDENCE, RI – Secretary of State Nellie M. Gorbea today convened business leaders from around the state to highlight her new online suite of tools designed to make it easier for businesses to thrive and grow in Rhode Island. These tools include the new Rhode Island Code of Regulations(RICR) and a revamped Department of State Business Assistant.

"Rhode Island small businesses and entrepreneurs are the backbone of our economy. We must continue to do everything we can to support them and provide them with the resources necessary to start, maintain, and grow their businesses," Secretary Gorbea said. "With these new tools, we are focusing on a proactive, user-first approach to the applications and services we provide for Rhode Island businesses."

The new RICR is a web-based directory of state regulations made possible by legislation, sponsored by House Majority Leader Joseph Shekarchi and Senate Finance Committee Chairman William Conley, passed in 2016 requiring the modernization of the State Administrative Procedures Act. The RICR contains tools and resources that make it easier to search the database of rules as well as understand the entire rule-making process.

Launched on August 15, the RICR has already received national recognition including the 2018 Robert J.Colborn, Jr. Innovation Award by the National Association of Secretaries of State (NASS).

The redesigned Business Assistant includes an improved interface that will guide future business owners through a series of questions related to the business they are looking to start. Based on the answers to those questions, the Business Assistant provides users with a checklist of state agencies, licenses, and regulations relevant to their business. The site will also, for the first time, provide users with an estimate of the fees associated with starting their business.

Sarah Bratko, Manager of Governmental Affairs for the Rhode Island Hospitality Association, Ed Gromada, Chapter Chair from SCORE RI, and Oscar Mejias, President and CEO of the Rhode Island Hispanic Chamber of Commerce provided remarks on the benefits of these new applications and the work being done at the Rhode Island Department of State.

After hearing from the guest speakers, Secretary Gorbea provided an update on legislation passed on her behalf in 2018, including the modernization of public notary laws and extending the Limited Liability Corporation (LLC) future filing effective date from 30 days to 90 days. This allows potential entities more time to determine whether or not they will incorporate before incurring a minimum tax and additional fees.

Secretary Gorbea also invited attendees to speak with Department of State staff and sign up for formal demonstrations of these new tools at their businesses or organizations.

La Secretaria Gorbea anuncia nuevo conjunto de herramientas para comerciantes de Rhode Island

PROVIDENCE, RI - La secretaria de estado Nellie M. Gorbea hoy convocó a líderes empresariales de todo el estado para presentar su nuevo conjunto de herramientas diseñadas para agilizar los negocios en Rhode Island. Estas herramientas incluyen el nuevo código estatal de regulaciones y un asistente empresarial rediseñado.

El nuevo código estatal de regulaciones (RICR) es un directorio de regulaciones en la web cuya creación fue posible gracias a un proyecto de ley sometido en el 2016 por el líder de la mayoría en la cámara, Joseph Shekarchi, y el presidente del comité de finanzas del senado, William Conley. El RICR contiene herramientas y recursos que agilizan la búsqueda de regulaciones y explica el proceso con el cual se generan las mismas.

Lanzado el 15 de agosto, el RICR ya ha recibido reconocimiento nacional incluyendo el premio Robert J. Colborn, Jr. 2018 de parte de la Asociación Nacional de Secretarías de Estado.

El asistente empresarial rediseñado incluye un interfaz de usuario mejorado que utiliza una serie de preguntas relacionados al tipo de negocio que el usuario pretende comenzar. El asistente empresarial utiliza las respuestas a estas preguntas para generar un listado de agencias estatales, permisos y regulaciones que son relevantes al negocio. El asistente también, por primera vez, proveerá un estimado de los costos relacionados.

A continuación, la secretaria Gorbea rindió un informe sobre proyectos de ley que ella impulso en el 2018, incluyendo la modernización del estatuto que rige a los notarios públicos, y la extensión de la fecha efectiva para inscribir Limited Liability Corporations (LLC).
