Final Report of the Providence County Grand Jury (Reported August 31, 2018)

Marcell Monteiro (age 19) 33 Collins St. Attleboro, MA P1-2018-2516AG
Ebrima Jatta (age 20) 301 Fountain St. Pawtucket, RI P1-2018-2516BG

The Providence County Grand Jury reported out an indictment charging Marcell Monteiro and Ebrima Jatta for their alleged roles in the April 12, 2018 shooting outside the Garrahy Judicial Complex in Providence. Monteiro and Jatta were each charged with four counts of assault with a dangerous weapon, four counts of discharging a firearm while committing a crime of violence, one count of conspiracy, one count of carrying a firearm without a license, and one count of firing in a compact area.

The Providence Police conducted the investigation. Monteiro and Jatta are both scheduled to be arraigned in Providence County Superior Court on September 7, 2018.

Anthony Brown (age 18) No Permanent Address P1-2018-2517A

The Providence County Grand Jury reported out an indictment charging Anthony Brown with one count of first degree robbery and one count of conspiracy.

It is alleged that on or about November 7, 2017, Brown conspired with three individuals to rob, and did rob, a man.

The alleged incident took place in Providence. The Providence Police conducted the investigation. Brown is scheduled to be arraigned in Providence County Superior Court on September 19, 2018.

Miguel Rivas (age 79) 128 Courtland St. Providence, RI P1-2018-2518A

The Providence County Grand Jury reported out an indictment charging Miguel Rivas with one count of first degree child molestation and two counts of second degree child molestation.

It is alleged that on diverse dates between November 1, 2017 and November 28, 2017, Rivas molested a female 14 years of age or under.

The alleged incidents took place in Providence. The Providence Police conducted the investigation. Rivas is scheduled to be arraigned in Providence County Superior Court on September 19, 2018.

Rory Barros (age 19) 41 Campbell St. New Bedford, MA P1-2018-2519A
Helder Pereira (age 21) 248 Rivet St. New Bedford, MA P1-2018-2519B

The Providence County Grand Jury reported out an indictment charging Rory Barros and Helder Pereira each with one count of burglary and one count of conspiracy.

It is alleged that on or about April 20, 2018, Barros and Pereira burglarized a residence in Glocester. The Glocester Police conducted the investigation. Barros and Pereira are both scheduled to be arraigned in Providence County Superior Court on September 19, 2018.

Bayron Franco (age 48) 88 Ford St. Providence, RI P1-2018-2520A
The Providence County Grand Jury reported out an indictment charging Bayron Franco with two counts of first degree sexual assault.

It is alleged that on diverse dates between April 1, 2016 and June 9, 2017, Franco sexually assaulted a female.

The alleged incidents took place in Providence. The Providence Police conducted the investigation. Franco is scheduled to be arraigned in Providence County Superior Court on September 19, 2018.
