At 2:24 PM, Trooper, arrested Russell Fanning, age 43, of 3 Memory Lane, Westerly, RI for a Fourth District Court Bench Warrant for Failure to Appear for Ability to Pay Hearing on the charge of Driving with an Invalid License-Certain Violation originating out of the Richmond Police Department. This arrest was the result of a motor vehicle stop on Route 95 North, in the City of Warwick. Subject was transported to the Wickford Barracks, processed, special arraigned by JP Robinson, and released after posting the full bail amount.
