Governor-elect Lincoln Chafee Announces Rosemary Booth Gallogly as Choice for Department of Revenue Director

Providence, R.I. – Governor-elect Lincoln Chafee today announced Rosemary Booth Gallogly as his choice for Director of the Department of Revenue. Gallogly currently serves as Director of Administration and Acting Director of the Department of Revenue, posts she has held since March 2010.

“It is with great confidence and appreciation that I announce Rosemary Booth Gallogly as my choice to head the Department of Revenue,” Chafee said. “Rosemary has decades of valuable experience working in Rhode Island state government and I know that she will continue to perform with excellence as head of the Department of Revenue. Rosemary is universally praised by those who have worked with and for her, and I am grateful that she will be serving in this important position.”

Prior to her appointment to her current posts, Gallogly served as Budget Officer for the State of Rhode Island for nine years. She entered the Budget Office in 1980 as an Assistant Budget Analyst Trainee and has served under five Governors. Gallogly attended Classical High School in Providence before graduating in 1980 with high distinction from the University of Rhode Island with a concentration in finance. She received her Masters in Business Administration in 1985 from the University of Rhode Island. In 1998, Gallogly received the Robert M. Goodrich Distinguished Public Service Award from the Rhode Island Public Expenditure Council.

Gallogly serves on the State Investment Commission, the Public Finance Management Board, the Tobacco Settlement Financing Corporation, and numerous other boards and commissions. She is widely recognized as an authority on Rhode Island’s public finances by rating agencies, investment bankers, bond counsels, and other public finance professionals.

Gallogly has served as Director of the Eastern Region of the National Association of State Budget Officers, and as President of the group from 2004-2005. She was also the recipient of the 2007 Gloria Timmer Award. Gallogly and her husband Bill live in Wakefield with their two children, Victoria and Katarina. 

About the Department of Revenue:

The Department of Revenue was established as a separate department within the executive branch of state government by the 2006 General Assembly and came into existence on July 1, 2006.

The mission of the Department of Revenue is to administer and collect revenues under its jurisdiction in a manner that is fair, equitable, and timely, while enforcing applicable state and federal laws; to monitor actual revenues compared to enacted estimates and advise the Governor and General Assembly on revenue matters; to enforce applicable state and federal laws relating to the licensing of drivers, vehicle safety, emissions guidelines, and commercial driving; and to monitor the fiscal health of local governments and to work with municipalities to preserve the fiscal health and assist in times of stress.

The Department has six programmatic functions, including Central Management (Director of Revenue), Taxation, State Lottery, Registry of Motor Vehicles, Revenue Analysis and Municipal Finance.
