Interim Report of the Statewide Grand Jury (Reported May 30, 2012)

The Statewide Grand Jury reported out an indictment charging Victor Arciliares and Rolando Rojas each with one count of first degree murder and one count of conspiracy. Arciliares is also charged with discharging a firearm while committing a crime of violence, discharging a firearm from a motor vehicle, assault with intent to commit murder and using a firearm while committing a crime of violence.

It is alleged that on or about October 30, 2010, Arciliares and Rojas conspired to and did murder Alfredo Barros while he sat in a vehicle stopped at a red light. It is also alleged that Arciliares shot at and attempted to kill a second person in that vehicle, Ruben Gomes, but Gomes escaped serious injury.

The alleged incidents took place in Pawtucket. The Pawtucket Police conducted the investigation. On March 23, 2012, Arciliares was found guilty of the October 2009 murder of his girlfriend, Dayvelliz Cotto. He is being held at the ACI and is awaiting sentencing for that crime. Rojas is being held at the Wyatt Detention Facility as a probation violator for a previous federal drug and firearm charge. Both are scheduled to be arraigned before Judge Robert D. Krause in Providence County Superior Court on June 13, 2012.

Thomas McGuire, DOB: 12/30/77 41 Brookdale Drive West Warwick, RI K1-2012-0350A

The Statewide Grand Jury today reported out an indictment charging Thomas McGuire with two counts of first degree child molestation and two counts of second degree child molestation.

It is alleged that on or about dates between July 2, 2006 and July 2, 2009, McGuire molested a child under the age of fourteen on multiple occasions, with the molestation being on the first and second degree.

The alleged events occurred in Warwick, and the Warwick Police conducted the investigation. McGuire was released to home confinement and ordered to have no contact with the victim. He is scheduled to be arraigned in Kent County Superior Court on June 22, 2012.
