The Commission took the following actions:
Issued Advisory Opinion 2013-6 to Robert T. O'Neill, M.D., a member of the Narragansett Zoning Board, opining that he qualifies for a hardship exception to the Code of Ethics' prohibition on appearing before his own Board to obtain a variance for his personal residence.
Issued Advisory Opinion 2013-7 to David R. Green, a member of East Greenwich School Committee, opining that he is not prohibited by the Code of Ethics from participating in the School Committee's negotiations with the East Greenwich Teachers' Union relative to a collective bargaining agreement that will take effect after the termination of his spouse's "one year only" teaching position in the East Greenwich School Department.
Unanimously approved an Informal Resolution & Settlement in the case of In re: Charles D. Moreau, Complaint No. 2010-2. The Respondent, the former Mayor of the City of Central Falls, admitted to violating Commission Regulation 36-14-5009 by accepting and receiving a gift valued at over $25 from an interested person. The Commission imposed a civil penalty of seven thousand dollars ($7000).
Unanimously found in the matter of In re: D. Alan Scribner, Complaint No. NF2012-18, that there is probable cause to believe that the Respondent violated the Code of Ethics by failing to timely file his 2011 Financial Disclosure Statement. Accordingly, the case may proceed to a full adjudication on the merits.
Unanimously found in the matter of In re: Joshua Barrette, Complaint No. NF2012-19, that there is probable cause to believe that the Respondent violated the Code of Ethics by failing to timely file his 2011 Financial Disclosure Statement. Accordingly, the case may proceed to a full adjudication on the merits.
Unanimously approved Prosecution's Motion to Dismiss In re: Lianne M. Russell, Complaint No. NF2012-4, without prejudice. The Respondent could not be located and was not served with a copy of the Complaint.
