Colonel Steven G. O'Donnell, Superintendent, of the Rhode Island State Police and Commissioner of Public Safety, announces that on February 7, 2014 at 6:07 PM, a Trooper assigned to the Scituate Barracks conducted a motor vehicle stop on Route 6 East in the City of Providence. This motor vehicle stop was the result of an operator who veered into the breakdown lane nearly striking a Trooper who was inside her cruiser, conducting speed enforcement.
This Trooper stopped the vehicle on Hartford Avenue in Providence and identified the operator as Letitia A. Barros, age 33, of 13 Willow St, Greenville, Rhode Island. While interacting with Ms. Barros, Troopers observed various indicators consistent with intoxication. Also traveling in the vehicle were her two children, ages nine and four.
Ms. Barros submitted to a series of Standardized Field Sobriety Tests at the scene which she failed. Ms. Barros was placed under arrest and transported to the State Police Headquarters. Ms. Barros refused to submit to a Breath Test.
Ms. Barros was charged with 1- Driving under the influence of liquor and /or drugs and 2- Refusal to submit to a chemical test. Ms. Barros was issued a summons for the traffic violations; 1-Laned roadway violations, 2- Operating without proof of insurance and 3- No license on person. Ms. Barros was held overnight pending a morning arraignment before a Justice of the Peace and released on personal recognizance pending future 6th District Court dates. Ms. Barros's son and daughter were released to the child's uncle.
