RI State Police Arrest Motorist for Carrying a Pistol Without a Permit

Colonel Steven G. O'Donnell, Superintendent of the Rhode Island State Police and Commissioner of the Department of Public Safety, announces that on April 19, 2014, Troopers stopped a motorist on Route 95 in the Town of Richmond which led to the seizure of a handgun and the arrest of the driver and a passenger.

On April 19, 2014, at approximately 3:00 am, Troopers were patrolling Route 95 in the Town of Richmond when they encountered a vehicle exceeding the speed limit. Troopers stopped the vehicle and while speaking to the operator, detected the strong order of burnt marijuana coming from inside the vehicle. The operator, as well as four additional occupants were asked to exit the vehicle for further investigation. A search of the vehicle was conducted and resulted in the seizure of a Bersa Thunder 9 Ultra Compact semiautomatic handgun from the glove compartment. The front seat passenger, Kevin McKinnon, age 24 of 32 Belden Street, New London, CT claimed ownership of the pistol. He was placed under arrest and charged with Carrying a Pistol without a Permit, which is a felony offense.

The operator, Ryan Johnson, age 23 of 377R Pumpkin Hill Road, Ledyard, CT had a suspended Connecticut license and was taken into custody for the suspended license charge and also issued a citation for speeding. Mr. McKinnon and Mr. Johnson were returned to the Hope Valley Barracks where they were processed and held overnight. This morning they were arraigned before a Justice of the Peace and released on Surety bail, pending future court appearances.
