The Department of Public Safety did not violate the APRA when it did not disclose law enforcement records that identified a particular person, did not lead to criminal charges and where no allegation had been made concerning the propriety of the DPS investigation, because such disclosure "could reasonably be expected to constitute an unwarranted invasion of personal privacy." R.I. Gen. Laws § 38-2-2(4)(D)(c).
