On June 10, 2025, members of the Rhode Island Violent Fugitive Task Force arrested Samuel Vasquez, age 38, of 99 Rugby Street Apartment B6, Providence, Rhode Island, on the following: 1) Affidavit and Arrest Warrant from the Providence Police Department for Armed Robbery; and 2) Providence County Superior Court Warrant for Failure to Appear for Restitution Review on an original charge of First-Degree Robbery originating from the Cranston Police Department. Mr. Vasquez was taken into custody without incident and transported to the Providence Police Department.

On June 10, 2025, the Gaming Enforcement Unit arrested Carlos Del Rosario, age 33, of 80 Clematis Street Floor 2, Providence, Rhode Island, for the following: 1) Five (5) counts of Casino Cheating – Employee of a Gaming Facility Who Knowingly Fails to Collect, or Attempt to Fails to Collect, a Losing Wager or Pay, or Attempt to Pay, an Amount Greater on Any Wager Than Required under the Rules of a Casino Games; and 2) One (1) count of Larceny. Mr. Del Rosario was processed at the Wickford Barracks, arraigned in Second District Court in front of the Honorable Judge Houlihan and released on $5,000 personal recognizance bail.

On June 12, 2025, members of the ACI Investigations Unit arrested Carlos Rodriguez, age 21, last known address of 49 Imera Street, Providence, Rhode Island, for the following: 1) Violation of No Contact Order, 2nd offense. Mr. Rodriguez was arraigned in Third Division Court, where he was presented as a Superior Court Violator and granted $1,000 surety bail.

On June 12, 2025, members of the ACI Investigations Unit arrested Cary Guy, age 32, last known address of 1783 Elm Street, Dighton, Massachusetts, for the following: 1) Possession of Controlled Substance Less than 10 Grams. Mr. Guy was arraigned in Third Division Court, where he was presented as a District Court Violator and granted $1,000 surety bail.

On June 12, 2025, members of the ACI Investigations Unit arrested Shaylyn Moran, age 24, last known address of 20 Fleming Road, Cranston, Rhode Island, for the following: 1) Assault with Bodily Fluids while Incarcerated; and 2) Assault with Bodily Fluids while Incarcerated. Ms. Moran was arraigned in Third Division Court, where she was presented as a District Court Violator and granted $5,000 surety bail.

On June 12, 2025, members of the ACI Investigations Unit arrested Wilkins Manzanet, age 49, last known address of 48 Winthrop Shore Drive, Winthrop, Massachusetts, for the following: 1) Fugitive from Justice from the State of Massachusetts. Mr. Wilkins was arraigned in Third Division District Court, where he was remanded to the custody of the Sheriffs Department pending his return to Massachusetts.

On June 12, 2025, members of the ACI Investigations Unit arrested Devonte Lewis, age 23, last known address of 182 Cumberland Street, Woonsocket, Rhode Island, for the following: 1) Simple Assault. Mr. Lewis was arraigned in Third Division Court, where he was presented as Superior Court Violator and granted $1,000 surety bail.

On June 12, 2025, members of the Rhode Island Violent Fugitive Task arrested Marlon Clements, age 53, of 121 Washington Avenue, Providence, Rhode Island, on an Affidavit and Arrest Warrant from the Providence Police Department for Sex Offender Registration Violation. Mr. Clements was taken into custody without incident and turned over to the Providence Police Department.

On June 12, 2025, members of the Rhode Island Violent Fugitive Task Force arrested Jashua Encarnacion, age 25, of 616 Lonsdale Avenue, Apartment 1, Central Falls, Rhode Island, on a Federal Arrest Warrant for Conspiracy to Distribute a Controlled Substance. Mr. Encarnacion was taken into custody without incident and transported to the Providence Federal Courthouse.

On June 12 , 2025, members of the HIDTA Task Force and the Pawtucket Police Special Squad arrested Michael Santiago, age 34, of 192 Railroad Street 3rd Floor, Lincoln, Rhode Island, for the following: 1) Possession With the Intent to Deliver 1 oz – 1 kilo of a Schedule II Controlled Substance – Fentanyl; 2) Possession With the Intent to Deliver a Schedule II Controlled Substance – Fentanyl; 3) Possession With the Intent to Deliver 1 oz – 1 kilo of a Schedule II Controlled Substance – Heroin; 4) Possession With the Intent to Deliver a Schedule II Controlled Substance – Heroin; 5) Possession With the Intent to Deliver 1 oz – 1 kilo of a Schedule II Controlled Substance – Cocaine; 6) Possession With the Intent to Deliver a Schedule II Controlled Substance – Cocaine; 7) Possession With the Intent to Deliver a Schedule II Controlled Substance – Marijuana; and 8) Controlled Substance Conspiracy. Mr. Santiago was processed at the Lincoln Barracks and turned over to officials at the ACI Intake Center pending his arraignment in Sixth District Court on Monday.

On June 12 , 2025, members of the HIDTA Task Force and the Pawtucket Police Special Squad arrested Juan Alamo, age 31, of 192 Railroad Street, 3rd Floor, Lincoln, Rhode Island, for the following: 1) Possession With the Intent to Deliver 1 oz – 1 kilo of a Schedule II Controlled Substance – Fentanyl; 2) Possession With the Intent to Deliver a Schedule II Controlled Substance – Fentanyl; 3) Possession With the Intent to Deliver 1 oz – 1 kilo of a Schedule II Controlled Substance – Heroin; 4) Possession With the Intent to Deliver a Schedule II Controlled Substance – Heroin; 5) Possession With the Intent to Deliver 1 oz – 1 kilo of a Schedule II Controlled Substance – Cocaine; 6) Possession With the Intent to Deliver a Schedule II Controlled Substance – Cocaine; 7) Possession With the Intent to Deliver a Schedule II Controlled Substance – Marijuana; and 8) Controlled Substance Conspiracy. Mr. Alamo was processed at the Lincoln Barracks and turned over to officials at the ACI Intake Center pending his arraignment in Sixth District Court on Monday.

On June 12, 2025, members of the HIDTA Task Force arrested Alejandro Devers Ducoudray, age 46, of 144 Delaine Street, Apt. 243, Providence, Rhode Island, for the following: 1) Possession With the Intent to Deliver 1 oz – 1 kilo of a Schedule II Controlled Substance – Fentanyl; and 2) Possession With the Intent to Deliver a Schedule II Controlled Substance – Fentanyl. Mr. Ducoudray was processed at the Lincoln Barracks and turned over to Sixth District Court officials for his afternoon arraignment.

On June 11, 2025, members of the Auto Theft, ACI Investigations and Intelligence Units arrested Ruben Medina, age 44, last known address of 45 Maribeth Drive, Johnston, Rhode Island, for the following: 1) Forgery and Counterfeiting in General (4 counts); 2) Tampering with Odometer (3 counts); 3.) False Statement to Fraudulently Obtain License or Registration (4 counts); 4) Conspiracy (4 counts); 5) Obtaining Money Under False Pretenses over $1,500 (4 counts); and 5) Resisting Arrest. Mr. Medina was arraigned by a Justice of the Peace and held overnight pending a morning arraignment in Third Division District Court, where he was presented as a Superior Court Violator and received $7,000 surety bail.

On June 12, 2025, members of the Computer Crimes Unit/Internet Crimes Against Children Task Force arrested Xavier Sanchez Arrunategui, age 19, of 22 W Park Place, Apt #3, Woonsocket, Rhode Island, for Possession of Child Pornography. Mr. Arrunategui was processed at the Lincoln Barracks and arraigned in Sixth District Court by the Honorable Judge Jabour, who issued $5,000 personal recognizance with special conditions of no unsupervised contact with minors and restricted internet access.
