On Wednesday, September 23, 2026, at approximately 7:30 AM, members of the Massachusetts State Police Violent Fugitive Apprehension Section, with the assistance of the Rhode Island Violent Fugitive Task Force, arrested Tobias O'Connell, age 54, of 131 Clay Street, Apartment 205, Central Falls, Rhode Island for an Affidavit and Arrest Warrant out of the Central falls Police Department for First Degree Sexual Assault. The arrest was the result of an investigation by the Rhode Island Violent Fugitive Task Force. Mr. O'Connell was taken into custody without incident and turned over to members of the Massachusetts State Police pending his presentation as a Fugitive from Justice from the State of Rhode Island.
On September 23, 2026, at approximately 6:30 AM, members of the Computer Crimes Unit/Internet Crimes Against Children Task Force arrested Marvin Mitchell, age 79, of 102 Jefferson Drive, Coventry, Rhode Island for Possession of Child Pornography. Mr. Mitchell was transported to the State Police Wickford Barracks, processed, and transported to Third Division District Court. Mr. Mitchell was arraigned before the Honorable Magistrate Joseph P. Ippolito where bail was set at $10,000 personal recognizance, with the special conditions of limited internet access and no contact with minors.
On Wednesday, September 23, 2026, at 8:00 PM, the Gaming Enforcement Unit arrested Hoi Po Chan, age 52, of 25 Lexington Avenue, Cranston, Rhode Island, for 1.) Obtaining Property by False Pretenses or Personation Under $1,500 and 2.) Conspiracy. The arrest was the result of a Gaming Enforcement Unit investigation for incidents which occurred at Bally's Twin River Lincoln Casino Resort between the dates of August 16, 2026 - September 1, 2026, and securing an arrest warrant for Mr. Chan. Mr. Chan was located at Bally's Twin River Lincoln Casino Resort and taken into custody. Mr. Chan was processed at the Lincoln Woods Barracks, arraigned by Justice of the Peace Saccoccio, and released on $5,000 personal recognizance.
