The announcement made today at a budget hearing with the State's House Finance Committee
PROVIDENCE 5/4/2009 General Treasurer Frank T. Caprio announced today that the Office of the Rhode Island General Treasurer will close out fiscal year 2009 with a budget surplus of just over $1 million.
Treasurer Caprio made the announcement during a budget hearing on Monday, May 4th with the House Finance Committee.
"This is an important announcement," said Treasurer Caprio. "Treasury has made a concerted effort to tighten its belt during these difficult economic times through the use of innovation, teamwork and a comprehensive strategic plan developed by my team," said Caprio.
"'While governmental budgets are in deficit, we have proven in treasury that a balanced budget can be accomplished. It takes vision, planning and employees willing to work in a team environment," Treasurer Caprio said.
Since beginning his term in 2007, Treasurer Caprio has led the effort to streamline his office and make it run more efficiently. He has encouraged his employees to become actively involved in the process of recognizing ways, within their own area of responsibility, to save the State of Rhode Island and its taxpayers money.
The Office of the General Treasurer also debuted an office-wide Strategic Plan in 2008, unique to state government, that has been successful in initiatives and projects being completed on time and on budget.
Treasurer Caprio has also made the Office of General Treasurer more transparent, with the addition of the first on-line, real-time Treasury Checkbook, which shows all expenditures made by the treasury office.
Just recently, Treasurer Caprio also announced the State's daily cash flow balance is being broadcast daily on social networking tool Twitter.
