Ethics Commission Meeting April 21, 2009
At the 6th meeting of the Commission in 2009, the Commission issued the following advisory opinions:
A.O. 2009-21 to the Executive Director of the Rhode Island Commission for Human Rights, a state employee position, opining that the Commission for Human Rights is not prohibited by the Code of Ethics from accepting a contribution from Rhode Island for Community and Justice, a private non-profit organization.
A.O. 2009-22 to Christopher Warfel, a member of the Town of New Shoreham Electric Utility Generation Task Group, a municipal appointed position, opining that he is prohibited by the Code of Ethics from submitting bids in response to RFPs regarding renewable energy technology issued by the Town of New Shoreham, given that he was the primary author of the RFPs.
Additionally, the Commission reviewed an exemption under the Public/Private Partnership Act, R.I. Gen. Law § 16-59-26, granted to Anne De Groot, M.D. and Leonard Moise, Ph.D.
Discussion was had of Jason E. Ferrell v. Frank Caprio, Jr., et al., U.S. District Court C.A. No.08-378S, and William V. Irons v. The Rhode Island Ethics Commission, No. 2008-335-M.P. and 2009-01-M.P.
Two new Commissioners took the Oath of Office: Mark B. Heffner, Esq. and John D. Lynch, Jr., Esq.
