Level III Sex Offender Sentenced to 10 Years for Failure to Register

Attorney General Peter F. Kilmartin announced that Carnell Marrow (age 37), of Providence, pled nolo contendere yesterday before Superior Court Magistrate John F. McBurney for failure to register as a sex offender. Under the terms of the plea agreement, Marrow was sentenced to 10 years with eight years to serve and the remainder suspended with probation.

Had the case proceeded to trial, the State was prepared to prove that Marrow, a registered sex offender who was previously convicted of sexual assault and child molestation, provided a fake address to the Providence Police in violation of the State's sex offender registration and community notification statutes. It was the fourth such violation by Morrow.

In December 2014, the US Marshal Sex Offender Task Force - SOLEMN found Marrow residing in an apartment in Providence located across the street from the Veazie Street Elementary School.

In 1997, Marrow was found guilty of first degree sexual assault, second degree child molestation, burglary and assault. He was sentenced to 40 years with 18 years to serve and the remainder suspended with probation and ordered to comply with the state's sex offender registration and community notification statute upon release from the ACI. Marrow was released from the ACI on July 15, 2011 and subsequently classified as a Level III sex offender, or "high risk offender."

"This defendant has proved he cannot abide by the terms of his release. He has rightfully received a lengthy sentence for his failure to register as a sex offender," said Attorney General Peter Kilmartin. "Our sex offender registration and community notification laws are designed to keep our neighborhoods safe from sexual predators like this defendant. I commend the work of the Providence Police and the US Marshal Sex Offender Taskforce to track him down and bring him to justice before he was able to victimize anyone else."

The US Marshal Sex Offender Taskforce – SOLEMN, along with Providence Police Officer Chris Poncia, led the investigation and Special Assistant Attorney General Alison DeCosta prosecuted the case on behalf of the Office of Attorney General.
