DIRECTOR A.T. WALL NAMES PAUL MANCINI OF WARWICK, R.I.

CRANSTON, R.I. – November 21, 2006 – A.T. Wall, II, director of the Rhode Island Department of Corrections has announced the appointment of Paul Mancini of Warwick, R.I., as Human Resource Administrator, effective October 29, 2006, overseeing the Department of Administration’s Human Resources Public Safety Service Center which services the Department of Corrections and Emergency Management Association’s military and executive staff. As Human Resources Administrator, Mancini is responsible for maintaining the human resource program including personnel administration, payroll, labor relations, training, equal employment opportunity, and Worker’s Compensation. Mancini has been serving as Acting Associate Director/Human Resources since the retirement of his predecessor, George Truman, last summer. In that capacity, according to Director Wall, Mancini’s “competence, commitment, and professionalism were evident.”

Mancini’s seven years as RIDOC’s Senior Legal Counsel. In that capacity, he defended and prosecuted labor and employment suits for the State of Rhode Island before State and Federal courts; represented the State in administrative proceedings; drafted, reviewed, and formulated labor and employment policy; conducted labor negotiations; served as Legal Liaison to the Office of Human Resources, and supervised Human Resources personnel in performance of oversight responsibility of labor/employment issues.

In addition to his role as Senior Legal Counsel with RIDOC, Mancini served as Assistant City Solicitor for the City of Cranston, Rhode Island, for three years. He began his law career as an Associate with Petrarca & McGair, Attorneys at Law, in Warwick, where he practiced for one year. He received his J.D. from Gonzaga University School of Law in Spokane, Washington, and his B.A. from Providence College. He is a member of the Rhode Island Labor Law Committee, the United States District Court of Rhode Island, and the United States Court of Appeals for the First Circuit.
