On January 7, 2025, members of the Rhode Island Violent Fugitive Task Force arrested Juan Franquis, age 23, of 35 Desoto Street, Apartment 1, Providence, Rhode Island, for the following: 1) License Required for Carrying a Pistol; 2) Washington County Superior Court Bench Warrant for Failure to Appear for Arraignment on an original charge of Possession of a Stolen Vehicle out of the State Police Wickford Barracks; and 3) Providence County Superior Court Bench Warrant for Failure to Appear for Arraignment on an original charge of Large-Capacity Feeding Devices Prohibited out of the Providence Police Department. Mr. Franquis was taken into custody without incident and turned over to members of the Providence Police Department on scene.
On January 7, 2026, the ACI Investigations Unit charged Ronald Cooper, age 28, with last known address of 134 Hampstead Road, Derry, New Hampshire, as a Fugitive from Justice from the State of New Hampshire. Mr. Cooper was arraigned in Third Division District Court, where he was remanded to the custody of the Sheriffs Department pending his return to New Hampshire.
On January 7, 2026, the ACI Investigations Unit arrested Daniel Shepard, age 48, with last known address of 117 Bourdon Boulevard, Woonsocket, Rhode Island, for the following: 1) Possession of Controlled Substance Less than 10 Grams. Mr. Shepard was arraigned in Third Division District Court, where he was presented as a Superior Court violator, granted $3,000 surety bail, and remanded to the ACI.
On January 7, 2026, the ACI Investigations Unit charged Emanuel Castro, age 33, with last known address of 74 Dudley Street, Camden, New Jersey, as a Fugitive from Justice from the State of New Jersey. Mr. Castro was arraigned in Third Division District Court, where he was remanded to the custody of the Sheriffs Department pending his return to New Jersey.
On January 8, 2025, members of the Rhode Island Violent Fugitive Task Force arrested Bensen St. Franc, age 39, of 191 Home Street, Providence, Rhode Island, on the following: 1) Providence Superior Court Bench Warrant for Felony Assault; and 2) Providence Police Department Affidavit and Arrest Warrant for Failure to Register. Mr. St. Franc was taken into custody without incident and turned over to members of the Providence Police Department on scene.
On January 8, 2025, members of the Rhode Island Violent Fugitive Task Force arrested Joseph McFadden, age 53, of 224 Providence Street, Woonsocket, Rhode Island, on the following: 1) Providence Police Department Affidavit and Arrest Warrant for Failure to Register. Mr. McFadden was taken into custody without incident and turned over to members of the Providence Police Department on scene.
On January 8, 2025, members of the Rhode Island Violent Fugitive Task Force and the Pawtucket Police Department (Patrol Division) arrested Robert Tolson, age 26, of 447 Power Road, Pawtucket, Rhode Island, on the following: 1) Pawtucket Police Department Affidavit and Arrest Warrant for Domestic Violence - Strangulation; 2) Domestic Violence - Simple Assault; and 3) Domestic Violence - Disorderly Conduct. Mr. Tolson was taken into custody without incident and turned over to members of the Pawtucket Police Department on scene.
