At 2 :15 AM, Troopers arrested Luis Carela Carty, age 34, of 196 County Street, Fall River, Massachusetts, for 1.) Second District Court bench warrant for Failure to Appear for Pre Trial Confrence on the original charge of Operation Under Foreign License, originating out of the Portsmouth Police Department. This arrest was the result of a motor vehicle stop on Route 95 North in the City of Warwick. The subject was transported to the State Police – Wickford Barracks where he was processed and later transported to the Adult Correctional Facility – Men's Intake.
